LVRLACC has comparative developmental advantage with its strongest advantage lying in its hybrid institutional character. The organization is registered and operates as a nongovernmental body which is constituted by governmental actors (local authorities, cities, municipalities and towns). It thus blends the operational flexibility of a non-governmental agency with the far reaching mandate and legitimacy of Local Governments to offer a great potential for wide-grassroots outreach and impact.

Above all, given the statutory /legislative and administrative mechanisms at the disposal of her member local authorities, LVRLACC has great potential to; enlist policy changes, enact byelaws/ordinances at local level in pursuance of LVRLACC mandate and more effective enforcement of standards and policies at the local level within the region.
